Monarch 762x39 from academy... steel jacket?
 
... anyone notice it is copper plated steel jacketing? would it make a difference to the bore?

Not much at all. It's usually mild steel, much softer than barrel steel.

Note that some ranges do not allow steel containing bullets - risk of sparks & fire in dry weather, I think.

Most of the MilSurp 7.62X39 has a steel jacket

interesting.... thanks

i've been shooting for the better part of 30 years and had never run across a copper-plated steel bullet jacket, though i've never looked for it.
